For Beagles, the chest is often wider than the weight would suggest, so a 10kg dog can sit firmly mid-range in size 0 while an 11kg one might be close to needing size 1. If either dog measures within about 2cm of the top of a size range, go up. It's much easier to tighten than to return. Both sizes are usually available individually on Amazon UK, so you don't have to buy a pack.
